VICTIMS & OFFENDERS IN A BROKEN JUSTICE SYSTEM  In 2013, governments across Australia spent over $14 billion on police, courts and corrective services. By now, that figure will have grown considerably. Last month’s Victorian budget alone allocated nearly $200 million to prison expansion and other justice and correctional spending. The prison population is skyrocketing across the country. But is all this making us any safer? One of the things that we know about prisons is that they don’t rehabilitate and they don’t deter. They do, however, make it more likely that a person will offend when they’re eventually released. So why do we continue to think prison is the answer?
